John Mueller from Google answers questions about using robots.txt to block some special files like php.ini or css or .htaccess.

He goes on to explain that these files should not be blocked as CSS is needed for Google to properly render the page when inspecting if a site is mobile friendly or not. PHP.ini and .htacess files should be non-public and protected so blocking it in robots.txt is redundant.
